How India’s Digital Public Infrastructure is becoming a global blueprint for inclusive growth

A decade ago, India's digital transformation was largely viewed through the lens of smartphone adoption and internet expansion. Today, the conversation has shifted dramatically. 

The country is increasingly recognised for something far more foundational: Digital Public Infrastructure (DPI)—an ecosystem of interoperable digital platforms that has redefined the delivery of public services, expanded financial inclusion and created new opportunities for innovation at an unprecedented scale. 

What began as a domestic governance initiative is now emerging as a global development model, with countries across Asia, Africa and Latin America exploring elements of India's digital architecture to accelerate inclusive growth.

At the heart of this transformation lies a simple but powerful idea: digital infrastructure should function as a public good, accessible, affordable and interoperable for everyone. 

Rather than creating isolated digital services, India has built an integrated ecosystem that allows citizens, businesses and governments to interact seamlessly. 

This model has become increasingly relevant as nations seek technology-driven solutions that promote economic participation while reducing barriers to access.

Building the foundation of Digital India

India's Digital Public Infrastructure rests on three interconnected pillars commonly known as the JAM Trinity—Jan Dhan bank accounts, Aadhaar digital identity and widespread mobile connectivity. Together, these created the foundational architecture upon which a broader digital ecosystem could evolve.

The Aadhaar programme established one of the world's largest digital identity systems, enabling secure authentication for over a billion residents. 

Simultaneously, the Pradhan Mantri Jan Dhan Yojana expanded access to formal banking, bringing hundreds of millions of previously unbanked citizens into the financial system. 

Combined with rapid mobile penetration and affordable internet connectivity, these initiatives created an enabling environment for large-scale digital service delivery.

Building on this foundation, India developed what is now widely known as the India Stack—an open set of digital platforms and application programming interfaces (APIs) that allow governments, financial institutions and private enterprises to innovate while maintaining interoperability. 

Instead of operating as closed systems, these platforms encourage competition, innovation and collaboration across sectors.

According to the Government of India, this digital architecture has significantly improved service delivery by reducing transaction costs, enhancing transparency and simplifying citizen access to government programmes.

From identity to innovation

India's DPI extends well beyond digital identity. Over the past several years, an expanding family of platforms has transformed multiple sectors of the economy.

The Unified Payments Interface (UPI) has become one of the world's most successful real-time payment systems. 

Processing billions of transactions every month, UPI enables instant digital payments across banks and service providers, supporting everyone from street vendors and farmers to multinational businesses. Its interoperability and low transaction costs have fundamentally reshaped India's payments ecosystem.

Direct Benefit Transfer (DBT) has further strengthened governance by enabling welfare benefits to be transferred directly into beneficiaries' bank accounts. This has streamlined public expenditure while improving the speed and transparency of government support programmes.

Other important platforms include DigiLocker, which allows citizens to securely store and share official documents digitally; the Ayushman Bharat Digital Mission, which is building an integrated digital health ecosystem; e-Shram, which creates a national database for unorganised workers; and the Open Network for Digital Commerce (ONDC), designed to democratise digital commerce by creating an open network that reduces dependence on closed e-commerce platforms.

Collectively, these initiatives illustrate how digital infrastructure can extend beyond technology to become an enabler of economic participation and improved governance.

Financial inclusion at an unprecedented scale

Perhaps the most visible impact of India's DPI has been in financial inclusion. Millions of people who previously had limited access to banking or formal financial services now participate actively in the digital economy.

The widespread adoption of UPI has accelerated cashless transactions across urban and rural India alike. Small retailers, self-employed workers, transport operators and micro-enterprises increasingly rely on digital payments as an integral part of daily business.

The International Monetary Fund has recognised India's digital public infrastructure as one of the world's most advanced examples of digital payments and financial inclusion. 

The World Bank has similarly acknowledged the country's rapid progress in building an inclusive digital ecosystem capable of reaching populations at extraordinary scale.

This transformation has also encouraged innovation across India's fintech sector. 

Start-ups have leveraged open digital infrastructure to create new financial products, credit solutions, insurance services and digital lending platforms that were previously difficult to deliver efficiently.

Governance through digital public goods

Digital Public Infrastructure has become equally important in strengthening governance. By linking identity, payments and service delivery, government programmes increasingly reach beneficiaries with greater speed, efficiency and accountability.

The COVID-19 pandemic demonstrated the resilience of this model. Digital platforms enabled governments to deliver emergency financial assistance, vaccination certificates, healthcare information and social protection measures rapidly across the country. 

The experience reinforced the value of interoperable public digital infrastructure capable of operating at national scale during periods of extraordinary demand.

India's experience has since become an important case study in global policy discussions surrounding digital governance, particularly among developing countries seeking cost-effective methods to improve public service delivery without building entirely new digital ecosystems from scratch.

From national success to global public good

India's Digital Public Infrastructure is no longer viewed solely as a domestic policy innovation. During its G20 Presidency, the country actively promoted DPI as a global public good capable of advancing financial inclusion, digital transformation and sustainable development worldwide.

The adoption of the G20 Framework for Systems of Digital Public Infrastructure reflected growing international recognition that interoperable digital ecosystems can accelerate progress towards multiple Sustainable Development Goals by improving access to financial services, healthcare, education and government programmes.

India has increasingly positioned itself as a willing partner in sharing technological expertise, open-source digital platforms and institutional knowledge with countries seeking to build similar systems. 

Rather than exporting proprietary technologies, India's approach emphasises collaboration, interoperability and local adaptation—principles that have resonated particularly across the Global South.

India’s DPI goes global

India's Digital Public Infrastructure is no longer viewed solely as a domestic governance innovation. 

It has increasingly become part of the global development conversation, particularly after India's G20 Presidency in 2023, when New Delhi championed DPI as a digital public good capable of accelerating inclusive development across emerging economies.

The G20 New Delhi Leaders' Declaration recognised the transformative role of Digital Public Infrastructure in promoting financial inclusion, improving public service delivery, and supporting sustainable development. 

India subsequently launched the Global Digital Public Infrastructure Repository and the "One Future Alliance", designed to help countries adopt interoperable digital systems tailored to their local needs.

Several nations across Asia, Africa and Latin America have expressed interest in adapting components of India's digital architecture. The Modular Open Source Identity Platform (MOSIP), inspired by lessons from Aadhaar, has already been deployed or piloted in multiple countries. 

Similarly, India Stack has emerged as an international reference framework for governments seeking secure digital identity, payments and document-sharing systems.

Cross-border expansion of the Unified Payments Interface further demonstrates the growing global relevance of India's digital ecosystem. 

UPI connectivity has already been established with countries including Singapore, France, the United Arab Emirates, Nepal, Bhutan, Mauritius and Sri Lanka, enabling seamless international retail payments and strengthening financial connectivity for travellers, businesses and migrant communities.

Rather than exporting technology alone, India is increasingly sharing governance models, open-source platforms and implementation experience, positioning DPI as an instrument of digital cooperation rather than digital dependence.

Supporting the SDG through digital innovation

India's DPI ecosystem has become closely intertwined with the Sustainable Development Goals adopted by the United Nations in 2015. 

By improving access to banking, healthcare, education, welfare benefits and government services, digital platforms contribute directly to SDGs relating to poverty reduction, health, education, gender equality, economic growth, reduced inequalities and institutional effectiveness.

Digital identity has enabled millions of previously excluded citizens to access formal financial services. 

Direct Benefit Transfer has enhanced transparency in welfare delivery while ensuring subsidies reach intended beneficiaries with greater efficiency. Health platforms support continuity of care, while digital education initiatives improve access to learning resources across geographical boundaries.

The ability to integrate multiple public services through interoperable digital architecture illustrates how technology can function as development infrastructure rather than merely an information technology service.

International organisations, including the World Bank, the International Monetary Fund and the United Nations Development Programme, have increasingly cited India's digital transformation as an example of how digital public infrastructure can support inclusive economic development at population scale.

Building the foundations of AI economy

As artificial intelligence reshapes global economic activity, India's Digital Public Infrastructure provides an important foundation for the country's next phase of digital development.

Unlike standalone AI applications, enterprise-scale artificial intelligence depends upon trusted digital identity, authenticated transactions, interoperable databases and secure digital records. India's extensive digital ecosystem provides precisely these building blocks.

The IndiaAI Mission, semiconductor investments, cloud infrastructure expansion and growing deployment of AI across governance and industry are expected to leverage existing DPI architecture rather than build entirely new systems from scratch.

Digital platforms also generate standardised datasets, secure authentication mechanisms and consent-based data-sharing frameworks that can enable responsible AI innovation while preserving user control over personal information.

Industry experts increasingly argue that countries with mature digital public infrastructure may possess an advantage in deploying AI across healthcare, agriculture, logistics, manufacturing, financial services and public administration because foundational digital systems already exist.

From digital governance to digital development

Perhaps the most significant aspect of India's digital transformation lies in how technology has shifted from being an administrative support function to becoming a central pillar of development policy.

Over the past decade, digital platforms have become embedded across sectors ranging from taxation and banking to agriculture, healthcare, education and social protection. 

Citizens increasingly interact with government services through integrated digital interfaces, while businesses benefit from simplified compliance, faster payments and reduced transaction costs.

India's approach has emphasised openness, interoperability and public ownership of core digital infrastructure rather than creating isolated technology platforms. 

This architecture allows innovation by both public institutions and private enterprises while maintaining common standards across the ecosystem.

The result is an increasingly connected digital economy where public infrastructure enables private innovation, and technological progress directly supports economic participation and social inclusion.

A model with global significance

India's Digital Public Infrastructure journey represents one of the most ambitious digital governance transformations undertaken anywhere in the world. 

By combining digital identity, financial inclusion, real-time payments, secure data exchange and citizen-centric service delivery within a unified framework, the country has demonstrated how technology can operate as foundational public infrastructure.

The scale of implementation—serving more than 1.4 billion people—distinguishes India's experience from many other digital transformation initiatives.
