Muscat: The Ministry of Transport, Communications and Information Technology has announced the launch of a new programme, codenamed “Irtiqa” (ascension) to develop national competencies in government digital transition.
The initiative was unveiled in partnership with the Royal Academy of Management (RAM), the University of Technology and Applied Sciences (UTAS), and the Omani Society for Human Resources Management (OSHRM).
The Irtiqa programme seeks to prepare a new generation of leaders capable of driving digital transition, fostering innovation across government operations, and achieving excellence in public service delivery.
It also aims to enhance user experience on digital platforms and advance the goals of a knowledge-based economy, recognising digital knowledge as both a form of capital and a catalyst for sustainable growth.
Dr. Ali bin Amer Al Shidhani, Undersecretary of the Ministry for Communications and Information Technology, described Irtiqa as a pioneering initiative that aligns with the aspirations of Oman Vision 2040. He explained that the programme represents a strategic plan to strengthen government capabilities, starting with the development of digital transformation teams across 57 government entities.
According to Dr. Al Shidhani, the initiative targets officials responsible for digital transformation projects through carefully crafted educational programmes that integrate technical expertise, strategic thinking, and leadership skills. “This initiative will enhance government performance, keep pace with global changes, and position Oman among the world’s most digitally advanced nations,” he said.
He emphasised that empowering national digital talent remains the cornerstone of successful transformation in the public sector, adding that Irtiqa’a marks a significant step in investing in Oman’s human capital.
The launch ceremony featured a visual presentation outlining the key pillars of government digital transformation, underscoring the importance of capacity-building and knowledge sustainability. A dialogue session was also held, focusing on the pivotal role of people in leading digital transition.
The Irtiqa’a initiative builds on earlier programmes aimed at enhancing government performance, including the National Programme for Government Digital Transition, known as Tahawul, which achieved an overall performance rate of 80 percent in the first half of 2025, up from 73 percent in 2024.
