
Muscat, Feb 21 (ONA) — The National Government Digital Transformation Programme “Tahawul” (2021–2025) in Oman achieved an overall performance rate of 94 percent by the end of December 2025, compared to 73 percent at the end of 2024.
The programme’s 2025 annual performance report indicated that the total number of priority government services whose procedures were simplified reached 3,166 services, representing 100 percent completion of the target. Meanwhile, 90 percent of priority core services and automatic permits were digitised, amounting to 2,277 services out of 2,523 targeted for digitisation by the end of 2025.
The report showed that the average performance of government institutions in meeting digital transformation requirements reached 85 percent by the end of December 2025, while governorates recorded an average performance of 80 percent. Thirteen institutions achieved an advanced level in the 2025 Digital Excellence Index, and 36 institutions ranked above average, with none classified as average, below average, or weak.
According to the report, the government entities that achieved the highest digital excellence performance in 2025 include the Royal Oman Police, the National Centre for Statistics and Information, the Oman Investment Authority, the Telecommunications Regulatory Authority, the Public Authority for Special Economic Zones and Free Zones, Muscat Governorate, the Authority for Small and Medium Enterprises Development, the Ministry of Finance, the State Audit Institution, and the Implementation Support and Follow-up Unit for Oman Vision 2040.
The report added that the average beneficiary satisfaction rate with digital services reached 78 percent across 48 government entities, compared to 77 percent at the end of 2024. The number of digital transactions completed through the OmanNet e-payment gateway reached 45.85 million between January and September 2025, compared to 31.66 million transactions in 2021.
Since its launch in 2017 until the end of November 2025, more than 2.26 billion data records were exchanged via the National Integration Platform. Requests for authentication of the digital user identity through various e-authentication systems reached about 202.9 million by the end of 2025, while 74 percent of government institutions adopted electronic authentication as a login verification method for digital portals and platforms.
The report also highlighted the added value of digital transformation projects between 2021 and 2025, noting that contracts awarded to small and medium enterprises exceeded OMR 15.28 million, with 251 SMEs engaged in implementing digital transformation initiatives during that period.
The total number of government digital systems, portals, and applications developed to deliver services in Oman during 2021–2025 rose to 217, including 147 new digital systems and portals, 33 new mobile applications, and 37 redesigned government websites offering improved digital user experiences.
Officials noted that the next phase will build on these achievements and move toward higher levels of digital maturity, focusing on accelerating innovation, enhancing integration, and strengthening proactive digital government services.
