Finance Ministry directs government entities to award contracts up to OMR 5,000 to self-employed Omanis

Muscat: The Ministry of Finance has directed all ministries, government units, public institutions and public authorities to award certain works and specialised services valued at up to OMR 5,000 to self-employed Omanis who are not employed.

According to Financial Bulletin No. (1) of 2026, the directive is part of the regulatory framework set out in the Guide to Contracting with Independent Workers in the Sultanate of Oman, which was approved by the National Employment Programme.

The ministry said the directive is based on a decision by the Financial and Economic Committee of the Council of Ministers, and aims to support opportunities for self-employed Omani citizens and facilitate their participation in providing works and specialised services to government entities.

All ministries, government units, public institutions and authorities have been urged to monitor compliance with the directive and ensure its implementation, while observing the applicable provisions, regulations and relevant laws.
